API 653 and composite tank repairs: what you need to know

What is API 653?

API 653 ("Tank Inspection, Repair, Alteration, and Reconstruction") governs the inspection, repair, alteration and reconstruction of atmospheric steel storage tanks built to API 650 and API 12C. A composite repair can have a place within it, but only once the damage is characterized, the engineering is done and the approvals are in hand — never by default.

Its applicability in Canada depends on the owner, the jurisdiction, the construction code and the contractual requirements; it must not be presumed from CSA B139 alone. API 653 complements API 650 (new construction) and applies to existing tanks throughout their life cycle: periodic inspections (internal, external, ultrasonic), repair of bottoms, shells and roofs, and alterations (change of service, capacity re-rating).

The inspection cycle: where everything starts

No serious repair decision precedes inspection. API 653 organizes tank surveillance into several complementary regimes:

The intervals between these inspections follow from the measured corrosion rate, the equipment's history and, where the owner adopts one, a risk-based inspection (RBI) assessment. It is the internal inspection — the one requiring shutdown, cleaning and degassing — that reveals the bottom corrosion where most repair files begin.

Composite repairs within API 653

API 653 governs the acceptance of the tank repair. A composite solution does not enjoy blanket authorization simply because it is designed to ASME PCC-2 or ISO 24817. Those documents can provide a design and qualification framework where they apply, but the acceptability of the specific case must be confirmed by the owner, the authorized inspector or the competent engineer, and by the relevant jurisdiction.

The uses typically examined:

  • Local reinforcement of a thinned area, where the mechanism and geometry are admissible
  • Surface protection or restoration, distinct from a structural repair — see our tank lining services
  • Treatment of a defect after full characterization and arrest of the active mechanism
  • Repair of a connected component only where its code and procedure allow it

Welding or composite: the decision table

The question is never "which is better", but "which is admissible here, and at what total cost". The factors that tip the balance:

Neither column wins in advance: a thin generalized bottom calls for steel work, while a localized thinned area in a tank that is difficult to degas may justify the composite option — if the engineering validates it.

What you must document

The file should identify the applicable code and edition, the damage and its mechanism, the thickness measurements, the fitness-for-service assessment, the repair design, the qualification of the system and the applicators, the procedure, the checks before and after application, and the approvals of the owner, the inspector and the jurisdiction where required.

An incomplete file does not merely carry technical risk: it turns the next inspection into a dispute. The inspector who discovers an undocumented repair treats it as a defect.

The limits to respect

The limits on temperature, pressure, fluid, geometry, defect and duration come from the applicable code, the engineering calculation and the qualification of the system. There is no universal threshold valid for all composites. An active leak, a crack, unstabilized corrosion or damage outside the qualified envelope can make the solution unacceptable.

FAQ

Is a composite repair "permanent" in the API 653 sense? Its admissible service life follows from the design, the qualification of the system and the acceptance of the owner and the inspector — not from a generic label. Some are designed as temporary until the next turnaround, others for the remaining life of the equipment.

Can a tank bottom be repaired with composite? The bottom is the most regulated zone: the answer depends on the extent and mechanism of the corrosion, the fitness-for-service assessment and the acceptance of the authorized inspector. A localized, stabilized thinning is not a generally perforated bottom.

Who can approve the repair? The owner, the authorized API 653 inspector and, as the case requires, the engineer and the jurisdiction. The applicator never self-approves.

Is ASME PCC-2 sufficient justification on its own? No. PCC-2 (or ISO 24817) can support the sizing and qualification, but replaces neither API 653, nor the inspector's assessment, nor the jurisdiction's requirements.

When is the best time to plan this type of repair in Quebec and Ontario? In the shutdown window that follows the internal inspection — typically spring or winter. The engineering file is prepared before the shutdown; the application happens during it.
