API 653 and composite tank repairs: what you need to know

What is API 653?

API 653 (« Inspection, Repair, Alteration, and Re-rating of In-Service Tanks ») is the American Petroleum Institute standard governing inspection and repair of atmospheric storage tanks (aboveground, welded). In Canada, it is the reference accepted by CSA B139 (installation, inspection code) and insurers.

API 653 complements API 650 (new construction) and applies to existing tanks throughout their life cycle. It covers periodic inspections (internal, external, ultrasonic), repair of bottoms, shells and roofs, and alterations (change of service, capacity re-rating).

Composite repairs in API 653

API 653 allows composite tank repairs via cross-reference to ASME PCC-2 (Article 4.1 and 4.2) and ISO 24817 standards. These repairs include: composite reinforcement wraps on weakened shells (erosion, corrosion), corrosion-hole plugging, tank-bottom repair, and leak sealing on welds.

  • Tank bottom refurbishment (lap joints, welds, soil-side corrosion)
  • Reinforcement of shells thinned by internal corrosion
  • Leak sealing on welds or fittings
  • Flange face repair (with return to service without full draining)

What you must document

To stay compliant with API 653 / ASME PCC-2, a composite tank repair must be documented with: the application procedure (qualified), the material specification (composite + adhesive), the required thickness calculation (justifying the layer count), the pre- and post-application inspection report (ultrasonic, holiday test), and insurer registration if required.

The limits to respect

API 653 composite repairs are not universal. They are limited to service temperatures < 120 °C (depending on the composite system), atmospheric pressures (API 650 tanks, not API 620 pressurized), and repairable defects per code (the allowable corrosion depth depends on diameter and nominal thickness). An engineering analysis is mandatory before any repair.

Conclusion

Composite repairs per API 653 / ASME PCC-2 offer a fast, weld-free and economical alternative to welded repairs of atmospheric tanks. The key lies in complete documentation and respect of application limits — otherwise regulatory compliance is lost.
